A water meter should be used when filling a pond up so you know your exact water volume - this is useful when using any medications, assisting calculations for stocking rates and feeding, and sizing equipment up.
Water meters are also used to measure water passing through dechlorinators to measure remaining capacity of the carbon, and for measuring the amount of water for rebates or measuring water changes.
The brass water meter is WRAS approved, and is very accurate - suitable for use by water companies for metering purposes etc. It comes supplied with converters to 1/2" BSP threads.
